Taiwan 's CILECT Membership Status In Danger

Founded in 1955, Centre International de Liasion des Ecoles de Cinema et de Television/ International Association of Film and Television Schools (CILECT) is a non-governmental organization under the auspices of UNESCO (United Nations Educational, Scientific, and Cultural Organization). It is also the association of the world1s major film and television schools. Its goal is to provide a means for the exchange of ideas among member schools, and to help them understand the future of education for creative personnel in film, television, and related media. Currently, there are 108 member institutions from fifty countries on five continents, and each country has one vote in the decision-making process in the CILECT.

The National Taiwan University of Arts (NTUA) has been a member as well as Taiwan representative in the CILECT since 1990. Today, however, we regret to learn that such an ideal educational organization is inevitably interfered with political matters. The Chinese government, while promoting closer relation with Taiwan has requested, by pressuring UNESCO, that NTUA should NOT be listed in the CILECT directory as separate from China , and that NTUA should be listed under China . NTUA protests strongly that such a request is another attempt by the Chinese government to cut down Taiwan 's status in an international organization. Furthermore, it is harmful for our film students to have their works being shown in the international film festivals.

Taiwan 's CILECT Membership Status In Danger

National Taiwan University of Arts (NTUA) has been a member of the Centre International de Liasion des Ecoles de Cinema et de Television / International Association of Film and Television Schools (CILECT) since 1990. The purpose of founding CILECT more than a half century ago is to establish the platform where film scholars, professionals, and students, regardless of their races, countries, religions, and ideological backgrounds, can meet and exchange viewpoints about pedagogical issues in film and TV education. Most importantly, CILECT encourages international student film festivals where films done by students from all over the world can be discussed and appreciated by their counterparts in different countries. Because of this, the Department of Motion Picture in NTUA has held the International Student Film Festival for the past five consecutive years. In return, student films of NTUA have been sent to many international student film festivals every year.

CILECT is a non-governmental, educational organization, under the auspices of UNESCO (United Nations Educational, Scientific, and Cultural Organization). Today, We regret to learn that such an ideal educational organization is inevitably disrupted by politics. In a meeting last month at UNESCO Paris, the Chinese delegate insisted that the United Nations 7/11 resolution be complied with. A letter was then sent to all NGOs to remind them that they should comply with the resolution.

This resolution states:

• There is only one China .
• Taiwan must be listed under China

At the same time, the Beijing Film Academy , also a member of CILECT, requested that NTUA should NOT be listed in the CILECT Directory as separate from China .

There are three possibilities, should CILECT decide to take action:

• NTUA accepts to be listed under China
• NTUA does not accept and CILECT has to delete it from membership.
• CILECT keeps NTUA listed separately from China and CILECT withdraws/is barred from UNESCO.

NTUA protests strongly that the request from China would not only jeopardize NTUA's status as a full member of CILECT, but also cut down completely NTUA's relationship with the film education community in the world. Moreover, it is harmful to the founding principles of CILECT to bridge cultural and political differences through film education.

NTUA hereby asserts that the full membership should be kept for NTUA just as for any other member of CILECT, and that no political power should intervene the operation of CILECT.
