DESCRIPTION OF THE CONFERENCE
Legislator Bi-Khim Hsiao delivered the speech in the three-day international conference: ¡§Strategies for Combating Human trafficking from Southeast Asia to Taiwan¡¨ held by the Garden of Hope Foundation , Vital Voices Global Partnership and Taiwan Foundation for Democracy on November 28th-30 th , 2005. Her topic of the presentation was ¡§ Policy Planning and Law Making to Counter Human Trafficking ¡¨.
In her lecture, Ms. Hsiao discussed the issues of trafficking in person (TIP) in Taiwan through multiple perspectives: historical, social physiological, social economic, political, and international political. She also gave very in-depth analysis on how those factors influence current responses of Taiwan government and general public on TIP issues in Taiwan, as well as how they shapes the law-making in the parliament and her own legislative research on the trafficking issues. Finally, the recommendations and her newly drafted bill on the TIP victim protection (Chapter 7, ¡§Protection of Victims of Human Trafficking¡¨, Immigration Bill drafted by Bi-Khim Hsiao, which was the only bill among the three immigration bills currently introduced in the Parliament addressed the TIP issues) was introduced.
