The Premier of the Executive Yuan, Shyi-kun Yu, announced recently that English will become the nation¡¦s secondary language, along with the plans to develop English-teaching programs in elementary education. Parents always desire the best for their children, and highly value English education in the preschools. With such demands, many English cram schools offer bilingual or only-English learning environments with foreigner teachers to attract parent¡¦s attention. Are these English cram schools, registered as the ¡§short-term extension schools¡¨, qualified to undertake preschool education? Since preschool education generally evolve field learning activities (games, health education and language), is it necessary to extend English education to kindergartens¡HIn addition, what are the qualifications for an English teacher?¡HIs it essential to employ foreign teachers¡HWhat are the relevant laws governing this field? These are main issues in this discussion.
